The regulator control valve (RCV) is mounted on the regulator cover. The RCV is a one way check valve that opens at 8-10“ of water column and permits quick response of the secondary diaphragm during wide open throttle operation.

Add to that. It is only used with fuel control systems that use vacuum to control the secondary diaphragm. The standard orifice bleed hole in the fuel control fitting was not large enough to allow rapid response of the secondary diaphragm. The regulator control valve would open if the throttle was floored letting the secondary react quickly. It was spring loaded and the spring pressure was adjustable for different engine sizes to adjust the response. It made sure lean backfires could not occur at WOT.
