Ignition systems and distributor timing

Any alternative fuel, any fuel for that matter, needs a properly setup and functioning ignition system. Some time has been devoted on the propane forum to this matter. I myself have been having some timing issues on my currently gasoline fueled 400cid Chrysler big block. So what do the experts say should be done to ensure proper ignition tuning? I am looking for suggestions and methods to work with in tuning my distributor that can be applied to all vehicles. Factory specs do not always lead to great results, as well as performance and economy improvements. So, what say ye?

Most stock HEI ign systems work well if in good condition, ie shaft bushes, good cap etc
General rule of thumb, (petrol) replacing 1 centrifugal spring with a lighter one improves performance...dropping total cent between 6 to 8 degs, all in around the 2800 to 3400 rpm.
If dyno not an option, street timing tests on a hill and flat over measured distance.
