Would you like a fine with that?

One of the guys on the Slant Six forum sent me a link to an article about using vegetable oil in a diesel engine:

Popular Mechanics wrote:The EPA says that using vegetable oil as fuel is a violation of the Clean Air Act and that modifying a car to run on vegetable oil can result in a $2750 fine.
I'm not up on all of the EPA regulations but I find this to be very hard to believe. Can anyone confirm that this is true? If it is true, has anyone actually been fined for using biodiesel?

The US DOE's Alternative Fuels Biodiesel web site has a section for federal Energy Policy Act (EPAct) of 2005 (HR6) summaries. There seems to be a lot of money in the Act for studies and tax credits but I can't seem to find anything encouraging biodiesel for the private citizen.
