these impco systems are very fickle on the down low mixtures and in the L and the E it is all to do with the height of the lever from the lid a slight bend on the arm and it will change the starting and idle mix but have less effect on the total mixtures on the E ( not sure of L ) you also have diff...

is it because some mixers are rated as "FB" or "tamper proof" and as such the air bypass arangement is set for a much narrower range of adjust
as such it is common for some to blank the one on the mixer and add their own bypass valve around the mixer which brings a larger range of adjustment

hmm not a fan of shielded hoses ( cant see the rubber to judge its condition ) and thinks the lobster coil ss type hoses may be tricky and expensive
for mine i have conventional heater hoses but use external slip over form a bend type coils ( EZ coil ) to keep them from pinching off on corners
